In the 20 years of its existence, the federal organization itself has still not really got to grips with the complaints about telephone lines. Nevertheless, the BNetzA is already venturing into what is really new territory for it: in parallel to a tender for "conventional CHP", it published a tender for "innovative CHP systems" for the first time on April 10.

He added: "We hope that the success of the last tender in terms of the cost efficiency of CHP funding will continue and can be transferred to the first round of tenders for innovative CHP systems."
"Innovative CHP systems": A keyword that naturally appeals to Gammel Engineering. Stefanie Reil, M.Sc., Dipl.-Ing. (FH), the specialist responsible for innovation, says: "The tender is a step forward in the realization of more complex and efficient systems." Because these larger CHP systems have to be customized, i.e. individually designed, they are a challenge for engineers and planners. Gammel Engineering takes on this challenge and therefore prepares a feasibility study for a customer, clarifies the eligibility for approval as part of the initial planning stages and prepares the bid submission
Twelve cents per kilowatt hour (ct/kWh) is the maximum value that can be demanded as an electricity surcharge for such "innovative CHP systems". And a maximum of 25 megawatts (MW) of electrical Inno CHP capacity to be installed will be awarded in total this first time, according to the BNetzA.
But what exactly does the authority mean when it refers to "innovative CHP systems"? "They consist of a CHP system, an innovative renewable heat source and an electrical heat generator. Innovative renewable heat sources can be solar thermal energy, geothermal energy or a heat pump, for example. These innovative CHP systems are intended to show how the interaction of flexible CHP systems with renewable energies can be designed in both the electricity and heating sectors."
The power range may be between 1 and 10 MW. It is also clear that anyone bidding must initially pay 1,138 euros. Anyone who is really interested and wants to find out more will have to immerse themselves in reading various legal frameworks and discussions with lawyers. And in the event of a surcharge, another security deposit proportional to the CHP output of 70 euros per kW is due. "This is between 70,000 and 700,000 euros per bid and obliges us to realize the plant. If continuous operation cannot be started after 48 months at the latest, penalties or the entire security deposit may initially be due," says Stefanie Reil, citing a risk.
However, there is a maximum surcharge of 12 ct/kWh for an "innovation" that essentially comes from the provision of energy from renewable sources. Sounds good. Because in the last combined wind-photovoltaic tender by the BNetzA, the PV surcharge was just 4.33 ct/kWh on average. But wait, the "conventional" CHP tender is still running at the same time. There, in turn, a maximum premium of 7 ct/kWh is permitted. In other words, the innovation including green energy is worth just 5 ct/kWh to the BNetzA. Although, for example, several energy producers are required instead of one and the investment costs are therefore significantly higher.
Therefore, it seems more than doubtful that the declared goal of the Homann team can be achieved: "Innovative CHP systems provide valuable insights for the future role of CHP plants in the public heat supply in decarbonized electricity and heating systems." At least that's how high the BNetzA set the bar itself in its first Inno CHP tender.
